There was no money channeled through the Government of Rwanda’s budget from USAID.

One of the projects that was said to be supported by the United States Agency for international development (USAID), the government of Rwanda announced that no aid passed through the national budget, so that it would disrupt the planned activities.

It’s also announced that projects that were beneficial to citizens and maybe disrupted, if they end up being affected by the American law to stop such aid, the government of Rwanda will include them in its upcoming programs.

In fiscal year that started in October 2023 and ends in September figures show that America gave Rwanda aid amounting $126,467,174. Then in the area of economic development, more than $18 million was allocated, while in health- which received the most-more than$58 million was included. The remaining funds, around $17 million, went into other various programs.

On this this February 5,2025 Yusuf MURANGWA , the Minister of Finance and Economic Planning  , while presenting the basis of revised 2024/2025 budget bill to the members of parliament, MUKABALISA Germaine expressed concerns about the projects funded by USAID that may suffer.

She said:’’ There is news that has been going around that USAID is about to stop funding projects. Were there no funds that passed through the national budget that funded certain activities which may face issues with implementation? And I also ask whether there are funds that didn’t through the National budget but played a big role in community activities that may be disrupted because USAID would have cut the aid.

This Member of Parliament was answered by Minister Yusuf that no USAID funds were in channeled through the national budget and all that planned activities will face no problem.

He said: “There no USAID funds that go through the national budget. All USAID funds are projects-based funds. USAID works directly with project or other independent institution.”

He also mentioned that the decision to suspend USAID will last only three months, after which discussions with countries will resume to review how they can continue working together. If it doesn’t work out, the most necessary activities will be included in the government’s programs.

In its letter, as reported by Reuter’s news agency, USAID said that some of the agency’s employees have been placed on temporary leave until the review is completed.

In 2023, when Trump came  to power in United States, he suspended foreign aid provided through USAID, which was established by president JOHN F. Kennedy in 1961 through legislation to promote aid activities for people in need around the globe. America has been the leader in giving such aid, and in 2023 it was shown that it provided up to $68 billion.
